EM 12c, 13c: Enterprise Manager Cloud Control Management Agent Deployment Fails in the Script Prerequisite Checks with Error: INFO: Port= 3872 is busy (Doc ID 1545376.1)

This note is written the the Enterprise Manager (EM) Cloud Control Agent, but similarly applies to other versions of the EM Cloud Control Agent.
Deployment of the Enterprise Manager Cloud Control Management Agent fails with this error:
