Symptoms

When setting My Oracle Support Preferred Credentials in Oracle Enterprise Manager 12c Cloud Control, the following error is displayed:

Refresh From My Oracle Support and Opatch Update jobs will be scheduled to update your Software Library.
Refresh From My Oracle Support - No new job scheduled because it has run successfully in last 24 hours.
OPatch Update - Error: ORA-01882: timezone region not found ORA-06512: at "SYSMAN.EM_JOB_SCHEDULER", line 823 ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 3526 ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 3725 ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 4672 ORA-01403: no data found ORA-06512: at "SYSMAN.EM_JOB_OPS", line 280 ORA-06512: at "SYSMAN.GC_JOB", line 29 ORA-06512: at line 1
