BI Publisher Integration into EM 12c fails to connect over HTTPS to server

After completing the BI Publisher Integration (second attempt) per the instructions in Note 1392921.1, it still fails to display reports and shows errors in bipca_
java.net.ConnectException: Tried all: 1 addresses, but could not connect over HTTPS to server:
Followed installation steps and the end of the configureBIP set returns and error and you cannot use BI Publisher or see any reports.
Logging started at /oracle/OMS/middleware/oms/cfgtoollogs/bip/bipca_<timestamp>.log.
