From OMS Jobs are not getting executed and new jobs remain in Scheduled status.
Navigating to Setup > Manage Cloud Control > Health Overview and checking 'Job Backlog(steps)' under 'Job System Status' shows "Found nnn old steps that were not dispatched" message as given below:
