New Jobs not getting executed and Large Number for Job Backlog in 12c (Doc ID 1556540.1)

Symptoms

From 12.1.0.2 OMS Jobs are not getting executed and new jobs remain in Scheduled status.
Navigating to Setup > Manage Cloud Control > Health Overview and checking 'Job Backlog(steps)' under 'Job System Status' shows "Found nnn old steps that were not dispatched" message as given below:
