New Jobs not getting executed and Large Number for Job Backlog in 12c (Doc ID 1556540.1)

Symptoms

From 12.1.0.2 OMS Jobs are not getting executed and new jobs remain in Scheduled status.
Navigating to Setup > Manage Cloud Control > Health Overview and checking 'Job Backlog(steps)' under 'Job System Status' shows "Found nnn old steps that were not dispatched" message as given below:

 

emoms_pbs.trc file generated in<OMS_INSTANCE_HOME>/em/<oms_name>/sysman/log has following messages:

2013-05-25 16:19:03,540 [Job Dispatcher Thread] WARN emdrep.jobs logp.251 - [EM-00189] Healthcheck for dispatcher background processes failed with status code Found 7 eligible steps that were not marked as ready, info: {1}
2013-05-25 16:19:03,550 [Job Dispatcher Thread] WARN emdrep.jobs logp.251 - [EM-00189] Healthcheck for dispatcher background processes failed with status code Found 7 eligible steps that were not marked as ready, info: {1}

Execution of following command from repository database as sysman user returns lot of following errors: 

select distinct log_message from emdw_trace_data where log_timestamp > (sys_extract_utc(systimestamp) - 1) and module='EM.jobs'; 

Healthcheck for dispatcher background processes failed with status code Found nnn old steps that were not dispatched, info: {1}
Healthcheck for dispatcher background processes failed with status code Found nnn old steps that were not dispatched, info: {1}
Step pingstep (1842523) of job PINGCFMJOB_NNNNNN:SYSMAN is running longer than expected and may be hung. Limit the number of jobs of this type that run concurrently.
