Database Control (dbconsole) homepage shows "Failed to connect to database instance: ORA-12537: TNS:connection closed" under "agent connection to instance"

The Database home page shows:-
The database instance shows as 'down'
The listener shows as 'up'
The "agent connection to instance" shows as failed accompanied by the message:-
Underneath this section, the charts and graphs are showing on the homepage, and it is possible for example to go to the 'administration' tab, and view the tablespaces etc.
It is also possible to connect to the database in sqlplus.

or alternatively similar errors can be seen via:-
click on the 'hostname' (under the 'general' section).
click on 'targets'
click on the agent target (eg. hostname:<port>)
view the "alerts" section
Under here is "metric collection errors:x" (where x is a number)
click on the number
check the message column for the relevant errors - eg. "ORA-01017: invalid username/pa..."
