"Authentication failure, check credential properties" error for local user from 12c

Symptoms
From Cloud Control navigate to Setup > Security > Named Credentials.
Now create a new credential for local user and provide the username/password.
Clicking on 'Test and Save' button gives following errors:

Authentication failure, check credential properties
Also doing validation from AGENT_BASE/sbin gives following errors:
