EM 12c: Composite target Status is DOWN in the Enterprise Manager 188.8.131.52 Cloud Control console but shows and verified as UP in the WLS Admin Console

- Some composite targets are showing "down" status in EM 12c cloud control console. However, in weblogic server admin console and SOAPUI, composite targets are up
- Metric browser shows the agent is receiving/collecting a Response metric value of '0' (Down)
- Restarting the agent (stop , clearstate, and start) and weblogic server (admin) and resynchronizing the agent has no effects.
SOA servers were rebooted.
