EM 12c: Incorrect Status Of SCAN Listener in Enterprise Manager 12.1.0.x Cloud Control

Symptoms
Enterprise Manager 12.1.0.3.0 Cloud Control shows SCAN listeners with incorrect status ( Down) after a Cluster Resource restart.
The SCAN listeners are confirmed to be all UP.
The base issue is reported in internal note 1493823.1

A patch fix is available for 12.1.0.2; and the patch is included in EM 12.1.0.3, however the symptom persists in this environment.
