EM 12c: Incorrect Status Of SCAN Listener in Enterprise Manager 12.1.0.x Cloud Control

Enterprise Manager 188.8.131.52.0 Cloud Control shows SCAN listeners with incorrect status ( Down) after a Cluster Resource restart.
The SCAN listeners are confirmed to be all UP.
The base issue is reported in <Document 1493823.1> EM 12c : After Node Reboot or Failover Relocation, the SCAN Listener Shown As 'Down' in Cloud Control Console 12.1 and Database Plug-in (DB Plugin) 184.108.40.206
A patch fix is available for 220.127.116.11; and the patch is included in EM 18.104.22.168, however the symptom persists in this environment.
