EM 12c, 13c: Warning During Agent Install: You do not have permission to write to or create the central inventory on the system (Doc ID 1580904.1)

Symptoms

Installing the Enterprise Manager Cloud Control Management Agent fails with the warning:

You do not have permission to write to or create the central inventory on the system.

<EM_INSTANCE_BASE>/sysman/em/EMGC_OMS1/sysman/agentpush/<timestamp>/logs/<HOSTNAME>/remote_prereq.log file reports the following error:

Performing check for InventoryWritableCheck
Checking for write permissions on the inventory.
The invloc recieved from the CUSTOM_INVENTORY property is :null
The invloc recieved from the sInvLoc property is:null
The invloc recieved from the getDefaultLocationFileLoc method is:<Inventory_Location>
Check complete. The overall result of this check is: Failed <<<<

Problem: You do not have permission to write to or create the central inventory on the system.
Recommendation: Ensure that the operating system user that you have specified for installing the agent has permission to write to or create the central inventory.
