EM13c, EM12c; Delayed Notification Sent by Rule Created for 'Clear Event' (Doc ID 1584086.1)

Symptoms

It has been noticed that email notifications for Warning events are sent after a week from Enterprise Manager Cloud Control.

For example:

Event name: User Audit: username

Rule Name: DEFAULT_RULESET_FOR_ALL_TARGETS,METRIC_ALERT_AUTO_CLEAR

Email was received on 19/072013 1:17 PM, after a week.

In this case, the email is sent by the out-of-box METRIC_ALERT_AUTO_CLEAR rule. The out of box "Rule to auto-clear metric alert events older than 7 days" or the internal name - METRIC_ALERT_AUTO_CLEAR rule is supposed to automatically clear alerts raised for stateless metrics which are open for more than 7 days and are not associated with an incident.
