Cannot connect to dbconsole on Windows returns message "The database is down. Please specify the host credentials to access database restart and diagnostics tools"

An 184.108.40.206 database is installed on Windows Server 2008 R2. Database Control (Dbconsole) is created and starts successfully. However when connecting to the dbconsole URL the
following is shown:-
The database is down. Please specify the host credentials to access database restart and diagnostics tools.
* User Name
The database is not down, as the repository has just been configured inside the database.
In this particular example, the dbconsole has been installed on a machine where originally the Windows Operating System was installed in English, but "Time and Currency format" for the Windows OS install were set to "Bosnian (Latin, Bosnia and Herzegovina)". After the install and before creating the database, the regional settings were changed to Croatian as follows:-
Control panel/Region and Language
Format tab: Croatian(Croatia)
Location tab: Croatia
Administrative: Language for non-Unicode programs: Croatian(Croatia)
