Failed To Launch Process Testing And Saving SSH Credentials

Information in this document applies to any platform.
Testing and Saving an ssh credentials returns the error:
"Failed to launch process: Auth fail".
The following did not solve the issue :
mkdir -p $HOME/.ssh
chmod 0700 $HOME/.ssh
ssh-keygen -t dsa -f $HOME/.ssh/id_dsa -P ''
cat id_dsa.pub >> $HOME/.ssh/authorized_keys

Oct 7 14:28:24 oem-64bit sshd: Authentication tried for oracle with correct key but not from a permitted host (host=localhost.localdomain, ip=127.0.0.1).
Oct 7 14:28:24 oem-64bit sshd: Received disconnect from 127.0.0.1: 3: com.jcraft.jsch.JSchException: Auth fail
