EM12c : emctl start agent Fails 'java.net.inetaddress.getaddressfromnameservice' Reported in emdctlj.log (Doc ID 1599041.1)

Symptoms

$/agent_inst/bin/emctl start agent

fails with following message

Oracle Enterprise Manager Cloud Control 12c Release 2

Starting agent ..........Consult emctl.log and emagent.nohup in:
$AGENT_BASE/agent_inst/sysman/log

$agent_inst/bin/emctl status agent

shows Agent is Not Running

agent_inst/sysman/log/emdctlj.log  reports the following exception
