Enterprise Manger (EM) 12c Cloud Control Agents in the process of upgrade to version 13.2 require a sign off after validation prior to activation (switching over) in the Enterprise Manager 12c Upgrade Console:

EM 13c Agent sign off fails with the following error:
Failed to launch process: Cannot run program "/usr/apps/oracle/product/agent/agent12c/sbin/nmo": java.io.IOException: error=24, Too many open files
