12c Cloud Control: Notification is not Sent for a Particular Target if it is Part of a Composite Target Which has Been Excluded in the Ruleset

Symptoms

Custom Incident ruleset has been configured to send out email notifications for certain conditions. For a particular Database target (say ORCL), email notifications were being received from this ruleset for sometime for events raised on this Target but then they suddenly stopped.

-  New events are being raised for the ORCL Database Target in the Console UI. Verifying the 'Updates' tab of the event using the steps in <Note 1557725.1> shows that no Rule Match has occurred.
-  There is no notification backlog seen in the Setup -> Manage Cloud Control -> Health Overiew page and Notifications are being sent out for all other targets.
-  ORCL DB target is not part of the 'Excluded Targets' list in the Incident Ruleset.
-  There have been no changes with respect to the privileges granted on this ORCL Database target to the EM Administrator who was originally receiving the notifications.

Changes

Ruleset was modified recently after which the notifications have stopped for this Target.
