12c Cloud Control: The 'Management Services And Repository' Target is Shown as Down in the Console Due to ORA-12537 Error (Doc ID 1607520.1)

Symptoms

Repository for a 12c OMS is configured in a 11.2.0.4 Database on 2-node RAC.

The Management Services and Repository target is shown as down in the Console:

The Management Services and Repository target (oracle_emrep) target is monitored by the Agent on the OMS machine. Verifying the status of this target at the Agent side, shows:

./emctl status agent target "Management Services and Repository",oracle_emrep

-  The Agent uses emrepresp.pl script to evaluate the status. Enable DEBUG level perl tracing by setting the Agent parameter:

EMAGENT_PERL_TRACE_LEVEL=DEBUG

   and reload the Agent:

cd <AGENT_HOME>/bin
emctl reload agent     

-  The <agent_inst>/sysman/log/emagent_perl.trc reports:

emrepresp.pl: Mon Dec 2 20:37:37 2013: ERROR: call for sending email notification by /u02/app/oracle/product/12.1.0/agent/plugins/oracle.sysman.emrep.agent.plugin_12.1.0.3.0/scripts/emrepdown.pl, Message:Problem:
 Could not connect to Enterprise Manager Repository database. ORA-12537: TNS:connection closed (DBD ERROR: OCIServerAttach), Subject:Severe Oracle Enterprise Manager problem
