12c Cloud Control: Login to EM Console Fails Due to Invalid SYSMAN Objects (Doc ID 1612115.1)

Symptoms

OMS is able to startup fine and is shown as Up and running:

emctl start oms
Oracle Enterprise Manager Cloud Control 12c Release 2
Copyright (c) 1996, 2012 Oracle Corporation.  All rights reserved.
Starting Oracle Management Server...
Starting WebTier...
WebTier Successfully Started
Oracle Management Server Successfully Started
Oracle Management Server is Up

-  Trying to login to the 12c Cloud Console as the SYSMAN user fails with:

Authentication failed. If problem persists, contact your system administrator.

-  The password provided for the SYSMAN user is correct and it is possible to login to the SYSMAN schema in the Repository Database using the same password.

 -  The <gc_inst>/em/EMGC_OMS1/sysman/log/emoms.trc file shows:
