Symptoms

The Enterprise Manager 12.1.0.2 Cloud Control Management Agent upgrades to 12.1.0.3 successfully, but none of the associated plugins show in the inventory:

$ opatch lsinventory -oh <Upgraded_Plugin_Home> hangs, with the following response:
