12c cloud Console: Targets are Stuck in Blackout Status Though There is no Active Blackout

Information in this document applies to any platform.
Blackout was created against certain set of targets in the 22.214.171.124 Console. The blackout ended fine but some of the targets are still stuck in the Blackout status.
- Availability dump taken for these targets using the command: repvfy dump availability -name <target name> -type <target type>
shows that the target is in Blackout status even though the latest Availability Marker has Up for this target.
There are also no active blackouts as seen below:
This issue can occur for any target and is not specific to a particular target type.
