EM 12c: Listener Target Discovery Generates TNS-1190 in Enterprise Manager 12c Cloud Control

Listeners is reporting TNS-01190 errors for privileged requests even though no password was specified for the listeners.
Symptoms
The Enterprise Manager 12.1.0.2 Cloud Control Management Agent is installed with OS user <USER1>, with primary group of oinstall, and secondary groups as asmadmin and oradba:
oraem: uid=250035(<USER1>) gid=8004(oinstall) groups=8004(oinstall),40202(oraoper),40205(asmoper)
The target database listener owner (<USER2>) also has primary group oinstall:
oragrid: uid=305790(<USER2>) gid=8004(oinstall) groups=8004(oinstall),40204(asmdba),40205(asmoper),40203(asmadmin),40209(asmadm)
During subsequent agent interactions, the listener log shows the following error messages, which are also shown in the listener target alerts in the Enterprise Manager console:
