Enterprise Manager Cloud Control Listener Metric 'TNS_ERRORS' Fails with Can't locate Encode/ConfigLocal.pm in @INC (Doc ID 1633203.1)

Symptoms

 The Enterprise Manager Cloud Control Metric TNS_ERRORS (which runs against a Listener target) fails with the following error:

Can't locate Encode/ConfigLocal.pm in @INC 

This error message can be seen in the following ways:

1) From the agent home page/monitoring/metric issues tab

 

2) From All targets/Listener/<listener  home page>/Oracle Listener Drop Down Menu/Monitoring/Metric Collection Errors

3) From attempting to run the TNS_ERRORS metric manually using:

emctl control agent runCollection <listener_name>_<hostname>:oracle_listener TNS_ERRORS

eg.

<Agent Base>\core\12.1.0.3.0\bin>emctl control agent runCollection <LISTENER_NAME>_<HOSTNAME2>:oracle_listener TNS_ERRORS
