EM12c: Enterprise Manager 12c Cloud Control Agent Target Status is UP (green arrow) although it is Locally Confirmed to be Stopped (Doc ID 1633599.1)

Symptoms

An agent has been stopped and it has been verified that no agent processes are ruinning>

Trying to delete the agent using emcli results in the following error:

./emcli delete_target -name="agent.test.com:3872" -type="oracle_emd" -delete_monitored_targets -async
Error: Agent status is currently UP. Shut down the agent and wait for the agent to be marked UNREACHABLE before deleting.

On the console agent is showing as UP (green arrow).

For Agents 12.1.0.4 and 12.1.0.5 on EM console

Agent >> Target Setup >> Agent Decommission also fail.
