12c: When Discovered Targets Get Placed into a Lifecycle Status, they Are not Being Placed in any Appropriate Administrative Group (Doc ID 1641090.1)

Symptoms

On :  12.1.0.3.0 version, Automation and Monitoring (Jobs, Metrics, Notification, Reporting non-Specific to a Particular Target Type)

ACTUAL BEHAVIOR  
---------------
After the application of PSU 1 for 12.1.0.3 (patch 17513525) when discovered targets get placed into a lifecycle status, they are not being placed in any appropriate administrative group.

EXPECTED BEHAVIOR
-----------------------
 when targets move to any lifecycle status, they should automatically be placed in the correposnding admin group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create admin groups based on lifecycle status
2. discover/promote a target
3. change lifecycle status on the discovered target
4. go to the unassigned targets page for the admin groups, and you will see the target as unassigned

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Because the targets are placed in unassigned groups instead of the proper admin groups, they cannot apply default templates to the
targets and are not monitored correctly.
