12c: When Discovered Targets Get Placed into a Lifecycle Status, they Are not Being Placed in any Appropriate Administrative Group (Doc ID 1641090.1)

On : version, Automation and Monitoring (Jobs, Metrics, Notification, Reporting non-Specific to a Particular Target Type)

After the application of PSU 1 for (patch 17513525) when discovered targets get placed into a lifecycle status, they are not being placed in any appropriate administrative group.

 when targets move to any lifecycle status, they should automatically be placed in the correposnding admin group.

The issue can be reproduced at will with the following steps:
1. create admin groups based on lifecycle status
2. discover/promote a target
3. change lifecycle status on the discovered target
4. go to the unassigned targets page for the admin groups, and you will see the target as unassigned

The issue has the following business impact:
Because the targets are placed in unassigned groups instead of the proper admin groups, they cannot apply default templates to the
targets and are not monitored correctly.
