Fusion Middleware Control Throws Error - "Cannot Open Wallet Because Configuration Settings Are Unavailable" - When Navigating To OHS Wallet Configuration (Doc ID 1665714.1)

Symptoms

Fusion Middleware Control(FMWC) in FMW 11.1.1.5 is showing OHS status as down even though it is up. As a result no configuration or management of OHS from FMWC is possible. For example when navigating to OHS wallet configuration section, following error is reported - 

There are no errors of any kind reported in the Weblogic Domain's AdminServer logs files or in the emoms logs

Changes

 Originally the Weblogic 10.3.5 domain was created using JDk1.6. This was later upgraded to JDk1.7
