EM12c, EM13c : The Disk Device Busy (%) Metric in Enterprise Manager Cloud Control Incorrectly Reports 100% for Windows Host Targets (Doc ID 1675510.1)

Symptoms

Platform that Enterprise Manager (EM) is running on: Linux x86-64 RHEL5
Platform that the agent and target are on: Microsoft Windows

EM is constantly reporting a critical state for the metric Disk Device Busy (%) for a newly added Windows target. The agent measures the disk at 100% busy, but this measure is incorrect. Windows Performance Monitor shows that the disk is not busy - nearer to 0%.
