EM 12c: Repeated Scheduled Jobs Go Into Skipped Status in Enterprise Manager 12c Cloud Control (Doc ID 1682461.1)

Symptoms

A job is scheduled on the target host to execute a script at, for instance, 9:00 AM every day (repeated job scheduled).
The targets along with the agent are restarted around 9:00 AM while the job schedule is active.
As the agent was not available, the job which was scheduled to run at this time has moved into skipped status.
This job is scheduled to run everyday and the next day it has to be scheduled and run successfully. But subsequent job executions go into skipped status everyday with the following message:

 An execution in the current run or one of the previous runs was suspended by the system.

The issue is resolved only after doing agent re-synchronization from the EM console (note that the agent must be blocked before it can be re-synchronized).
