EM 12c: ASM Login is Blocked from Enterprise Manager 12c Cloud Control with Error: ORA-12528, TNS:listener: all appropriate instances are blocking new connections (Doc ID 1683514.1)

Symptoms

Environment:

Enterprise Manager (EM) 12.1.0.3 Cloud Control, using the 12.1.0.5 database plug-in

Target database (10.2.0.4) with ASM

 

Attempts to access an ASM instance from the EM 12c console result in the following error:

ORA-12528, TNS:listener: all appropriate instances are blocking new connections

Checking the listener status, the ASM instance is shown as BLOCKED.
Remote connections and administration cannot be performed in this case for the ASM instance.
