12c EM: Selecting the 'Event is in particular severity for some time' Option in the Rule Action does not send Notification for CLEAR Severity

Information in this document applies to any platform.
Custom Incident ruleset has been configured with a duration-based delay for sending notifications if the event is open for more than 5 minutes in all the severities, i.e:
The email notifications are sent correctly for severities like Fatal, Critical, Warning etc but no notification is sent when the underlying event gets 'clear'ed.
