Server Generated alerts missed from EM due to DBA_SUBSCR_REGISTRATIONS not having Cloud Control agent entries (Doc ID 1903631.1)

Symptoms

From 12c Cloud Control, Server Generated Alerts like Tablespace alerts are not generated. This is due to missing entry for Cloud Control agent in dba_subscr_registrations.
After restarting the Cloud Control agent the entries remains in dba_subscr_registrations, but disappears after sometime.

Following query can be executed in target database monitored by Cloud Control agent to verify whether there is an entry for agent:

select subscription_name from dba_subscr_registrations;

A sample output would be :

SUBSCRIPTION_NAME
--------------------------------------------------------------------------------
"SYS"."ALERT_QUE":"NGTESTORACLE_US__3872_DBTEST"

The format of entry would be :

"SYS"."ALERT_QUE":"NG<hostname>_<domain>__<agentport>_<dbname>"
