Upgarde Database Using EM12c Failing

Using EM 220.127.116.11 to attempt to upgrade 18.104.22.168 database to 22.214.171.124 using the Upgrade Database Wizard fails with
Upgrade request submitted.
The Upgrade Assistant failed in executing any query on the database . Oracle Home /stg00/app/oracle/product/11.2 obtained from file /etc/oratab was used to connect to the database. Either the database is not running from Oracle Home /stg00/app/oracle/product/11.2 or its not in OPEN status. Correct the error and run the Upgrade Assistant again.
Could not proceed with Upgrade due to errors.
Fix the errors and restart again!
