Upgarde Database Using EM12c Failing (Doc ID 1913490.1)

Using EM to attempt to upgrade database to using the Upgrade Database Wizard fails with

Upgrade request submitted.
The Upgrade Assistant failed in executing any query on the database . Oracle Home /stg00/app/oracle/product/11.2 obtained from file /etc/oratab was used to connect to the database. Either the database is not running from Oracle Home /stg00/app/oracle/product/11.2 or its not in OPEN status. Correct the error and run the Upgrade Assistant again.
Could not proceed with Upgrade due to errors.
Fix the errors and restart again!
