DBControl Console 11g in Windows environment does not start due to timezone setting UTC

DB 18.104.22.168 version
DB Control Console
When attempting to start the DB Control Console after it was recreated from a copy of a DB made ( on the new server), it complains about the ORACLE_UNQNAME is not set.
Even after setting the ORACLE_UNQNAME, the DB Console does not start.
The emdb.nohup shows an error about the agent's timezone:
----- Fri Aug 8 17:16:39 2014::Mismatch detected between timezone in env (Asia/Karachi) and in C:\oracle\product\22.214.171.124\dbhome_1\<servername>_%ORACLE_SID%/sysman/config/emd.properties (Asia/Karachi). Forcing value to latter.. -----
----- Fri Aug 8 17:16:39 2014::The agentTZRegion value in C:\oracle\product\126.96.36.199\dbhome_1\<servername>_%ORACLE_SID%/sysman/config/emd.properties is not in agreement with what agent thinks it should be.Please verify your environment to make sure that TZ setting has not changed since the last start of the agent.
If you modified the timezone setting in the environment, please stop the agent and exectute 'emctl resetTZ agent' and also execute the script mgmt_target.set_agent_tzrgn(<agent_name>, <new_tz_rgn>) to get the value propagated to repository -----
