EM 12c: Enterprise Manager 12c Cloud Control Agent Push Installation Fails with Error: Installation base directory checks failed

EM 12c Agent deployment from the EM console fails with the following error:
Installation base directory checks failed : Installation base directory "/oracle/app/product/agent12c" is not empty. Ensure the installation base directory is empty. You might see an ADATMP_ subdirectory in the installation base directory if a deployment session had failed in the past. In this case, either delete the subdirectory and start a new deployment session, or retry the failed session from the Add Host Results page.
From .../gc_inst/sysman/agentpush/<time-stamp>/applogs/<hostname>_deploy.log, the Agent base directory is not empty and it shows the following directories exist under that location (typical of an existing Agent installation):
On the agent host, there are no files under the agent base directory specified during installation and the directory is not shared.
