EM 13c, 12c: Retrieving BIP Configuration for EM Cloud Control after it became corrupt or was Accidentally Removed Results in Error: the connection to the BI Publisher Web Application cannot be established (Doc ID 1922083.1)

Symptoms

Previously, BIP was successfully integrated with Cloud Control to use a shared location (multiple-BIP environment) using the steps listed in the EM Documentation; accidentally or through a system error, both the "-config_volume" as well as the "-cluster_volume" were removed.
Then, while trying to re-configure the BIP, the below error message was received:
"Warning: BI Publisher has been registered for use with Enterprise Manager.
 However, the connection to the BI Publisher Web Application "https://<hostname>:9704/xmlpserver" cannot be established."

You would find the following WARNING in the file:  gc_inst/user_projects/domains/GCDomain/servers/BIP/logs/bipublisher/bipublisher.log :

Changes

Both the "-config_volume" and the "-cluster_volume" were somehow removed, or the Mount Point/NFS Share corrupted.
