Downloading RPM Packages Fails At Step: StageOmsFileEntry (Doc ID 1923361.1)

When attempting to setup a Linux RPM Repository Server it fails when downloading the RPM Packages.

In the emoms.trc file:

Unexpected error while staging file. Reason: The file [/staging/OEM/12c/softwareLibrary/55/E6B200A9D97820F8E0437C07200AD6F8] in Software Library storage location [Software] is not accessible from the OMS process. The possible reasons are:
1. The file [/staging/OEM/12c/softwareLibrary/55/E6B200A9D97820F8E0437C07200AD6F8] does not exist
2. The location path [/staging/OEM/12c/softwareLibrary/] is not shared with this OMS host or is temporarily inaccessible
