Enterprise Manager 12c - DBaaS Created With Incorrect ORACLE_BASE Parameter (Doc ID 1930878.1)

Symptoms

On : 12.1.0.4.0 version, Database as a Service

ACTUAL BEHAVIOR
---------------
While using 12.1.0.4 CC to create a new DBaaS, the job completes, but does not utilize the proper ORACLE_BASE as specified by the user.
Instead, it is using the ORACLE_BASE of the source DB. The job has a step where it checks the ORACLE variables, and it even notices that the
proposed ORACLE_BASE is different than the source. however, it does not provide a way to override the source settings, thus resulting in a
created DBaaS that utilizes the wrong BASE.

EXPECTED BEHAVIOR
-----------------------
the creation job should utilize the specific ORACLE_BASE variable and not the one in the source, unless otherwise specified.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create template
2. create image
3. specify ORACLE_BASE desired
4. launch job to create DBaaS
