Symptoms

In the Enterprise Manager 12c Cloud Control 12.1.0.4, the Incident Manager shows messages with "Skipping Rule Processing" message for some Incident Rules with Notification enabled.

Example:

Last Comment (Skipping rule processing as requested by event publisher.) on Jul 3, 2014 11:42:09 AM SGT
Last Comment (Updated state by skipping rule processing.) on Sep 1, 2014 8:01:13 PM SGT

There are no notifications evaluated and sent for these skipped rules, and critical alerts are missed.

At the same timestamp, the oms log file [...]/gc_inst/em/EMGC_OMS1/sysman/log/emoms_pbs.trc includes:

 java.sql.SQLException: ORA-06502: PL/SQL: numeric or value error: character string buffer too small 
 ORA-06512: at "SYSMAN.EM_INCIDENT_RULES", line 2096 
 ORA-06512: at line 1
