Application Data Model (ADM) creation Fails with ORA-21780: Maximum number of object durations exceeded

Issue is mainly observed when:
1> During sensitive data discovery phase for tables while creating ADM.
2> Target Database character set is 8 bit.
3> Database up to release 11gR2 , which are added as target database in 12c Cloud control and used for ADM creation in , are not patched with Bug fix 13603484.

Symptoms

Application data model (ADM) creation using 12c cloud control fails with the following error:

ORA-21780: Maximum number of object durations exceeded.

Trace file shows that ORA-21780 RAISED SELECTING AN XML ELEMENT ON A DATABASE WITH 8BIT CHARACTER SET

Stack trace is similar to the following:

Changes

Installed OEM 12c cloud control and using it for ADM creation for a target database up to release 11gR2 with database which is using 8 -bit character set.
