The Repository database is monitored with a 188.8.131.52.0 agent.
The 184.108.40.206 Repository database is experiencing a continuous deadlock, the same symptoms as described in this reference:

In this case, Patch 19458672, the prescribed solution in 1933996.1, has already been applied to the OMS Oracle Home.
The Repository database suffers excessive waits on this statement:
