EM 13c, 12c: Agent Crashes or Restarts with 'Out Of Memory Error' 'target.interaction.execution.SeverityLogWriter' Reported in Heapdump (Doc ID 1944859.1)

Symptoms

The $/AGENT_INST/bin/emctl start agent command returns that agent has started. After some time, the agent crashes and restarts with 'Out of memory' 

The <agent_inst>/sysman/log/emagent.nohup reports the following message

2014-06-06 23:57:12,401 [1:main] WARN - Missing filename for log handler 'opsscfg'
Agent is going down due to an OutOfMemoryError

The heapdump reports the following:

One instance of "oracle.sysman.gcagent.target.interaction.execution.SeverityLogWriter" loaded
by "sun.misc.Launcher$AppClassLoader @ 0xef2c1980" occupies 65,329,720 (36.18%) bytes.
