EM 13c, 12c: Agent Crashes or Restarts with 'Out Of Memory Error' 'target.interaction.execution.SeverityLogWriter' Reported in Heapdump

Symptoms
The $/AGENT_INST/bin/emctl start agent command returns that agent has started. After some time, the agent crashes and restarts with 'Out of memory'
The <agent_inst>/sysman/log/emagent.nohup reports the following message

The heapdump reports the following:
