Symptoms


c:\oracle\app\oracle\product\12.1\core\12.1.0.4.0\bin\emctl start agent

fails with following error

EM 12c Agent restarts / crashes with following message  No buffer space available (maximum connections reached)

/AGENT_INST/sysman/log/gcagent.log reports the following exception
