EM 12c: Service Instance Created with Different Charset than Profile Image in Enterprise Manager Cloud Control (Doc ID 1949509.1)

Creating a DBaaS from a user-created template is creating the service as UTF16 despite the fact that the DB used for the profile image is UTF8.

the DB that is created as a service should be the same UTF charset as the DB source for the image.

The issue can be reproduced at will with the following steps:
1. create profile image for DBaaS via DB with UTF8 charset.
2. create the new DBaaS
3. check the charset of the newly created service

The issue has the following business impact:
Due to this issue, users cannot create DBaaS correctly.
