Symptoms
Updating the cluster_database target target monitoring configuration in Enterprise Manager (EM) 12c Cloud Control results in a display of the "Monitoring Configuration Saving - Completed Successfully" window.
Checking the targets.xml file for the two associated hosts, it can be seen that only one of the instance has had the oracle_home updated in targets.xml.
