EM 12c: Enterprise Manager 12c Cloud Control Agent Resync Fails: EM-04531: Plug-in configuration step failed on Management Agent (Doc ID 1951674.1)

Symptoms

Enterprise Manager (EM) 12c Cloud Control Agent is blacked out due to plug-in information not matching with the repository, so the EM Agent resync fails:

$/AGENT_INST/bin/emctl status agent

            Collection Status : [RESYNC]
            Heartbeat Status : Agent is blocked
            Blocked Reason : Plugin information does not match with repository, agent resync required.

RESYNC_20141008090535 fails with following error

resyncState: IN executeCommand
resyncState: validated parameters
Starting resync RESYNC_20141008090535 for agent myagent.oracle.com:3872
Getting list of all the Targets to remove from the the agent - myagent.oracle.com:3872
Removing list of plugins from the agent
Getting list of all the Targets from the repository for the agent - myagent.oracle.com:3872
Pushing list of plugins to the agent
Exception during pushing of plugins to the agent - EM-04531: Plug-in configuration step failed on Management Agentmyagent.oracle.com:3872 during plug-in deployment.. Proceeding with resync operation. Please check logs and retry resync after resolving issues

Executing AgentpluginsDeploy.pl fails with the following error

minimum support version for pluginID: oracle.sysman.oh is 12.1.0.4.0
Plugin oracle.sysman.oh(12.1.0.4.0) alone is certified on Enterprise Manager Cloud Control

 

/AGENT_INST/install/logs/agentdeploy.log  reports the following error

                Acquired the lock for  /<AGENT_BASE>/agent12c/plugins.txt
                The lock file is /home/<AGENT_INST>/install/logs/agentplugindeploy.lock
                and the TIMESTAMP=_2014_10_10_09_08_19
