EM 12c: Newly installed Agent and Host Targets are listed with Pending Status (Doc ID 1955677.1)

Symptoms

Newly installed 12c Agent on Linux x86-64 bit OS.
The agent and host targets are shown with status pending in the console. The agent is able to start and upload fine to the OMS:

 ./emctl status agent

However, no data has been uploaded to the OMS so far.
But trying to list the targets at the Agent side fails with:

./emctl config agent listtargets

-  The /<AGENT ORACLE HOME>/sysman/emd/targets.xml file has a single line entry:

<Targets AGENT_TOKEN="<UUID>"/>

-  The <AGENT_INST>/sysman/log/gcagent_mdu.log shows that the target promotion is failing with the below errors
