EM12c: Scan Listener Shows Down Status in Enterprise Manager 12c Cloud Control after Relocation (Doc ID 1964303.1)

EM cloud control 12.1.0.4
DB plugin 12.1.0.6
Issue: After scan listener is relocated from one node to another, it is showing down in EM console

The following error is observed from .../gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc file
