emctl start oms Failed with 'Oracle Management Server Could Not Be Started' After Running 'emctl config auth ad' Command (Doc ID 1965323.1)

Symptoms

OMS fails to start with the following error after running 'emctl config auth ad' command:

$<OMS_HOME>/bin>./emctl config auth ad -ldap_host <ldap host> -ldap_port <ldap port> -ldap_principal <ldap principal> [-ldap_credential <ldap credential>] [-sysman_pwd <pwd>] -user_base_dn <user base DN> -group_base_dn <group base DN>

$<OMS_HOME>/bin>./emctl start oms

Starting Oracle Management Server...
Starting WebTier...
WebTier Successfully Started
Oracle Management Server Could Not Be Started
Check EM Server log file for details: /app/oracle/gc_inst1/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
AdminServer Could Not Be Started
Check Admin Server log file for details: /app/oracle/gc_inst1/user_projects/domains/GCDomain/servers/EMGC_ADMINSERVER/logs/EMGC_ADMINSERVER.out
Oracle Management Server is Down

$EM_INSTANCE_BASE/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out reports the following errors:

weblogic.security.SecurityInitializationException: The loading of OPSS java security policy provider failed due to exception, see the exception stack trace or the server log file for root cause. If still see no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information. Error message: oracle.security.jps.JpsException: oracle.security.jps.service.idstore.IdentityStoreException: oracle.security.jps.service.igf.IGFException: java.security.PrivilegedActionException: java.security.PrivilegedActionException: oracle.security.jps.JpsException: java.lang.reflect.InvocationTargetException
