Symptoms

Enterprise Manager (EM) 12,1,0.3 Cloud Control 

A database target status remains in pending status.
Even after re-deploying the agent software, the pending status persists.
Execution of the following command does not return any results even after waiting for a long time:

emctl getmetric agent target_name,oracle_database,Response
