To investigate the cause of the following symptoms:

The error message "ORA-01219: database not open: queries allowed on fixed tables/views only" is generated for a Standby Database in Enterprise Manager Incident Manager (under section "events without incidents").
ORA-01219 error messages are generated in the gcagent.log for an agent which monitors a Standby Database
Depending on the incident rules which have been set up, email "Metric Evaluation Errors' notifications may also be received for the Standby Database.
