Symptoms
A Refresh From My Oracle Support job in EM 12c Cloud Control fails with the following console error:
Unable to complete network operation against My Oracle Support. Please check network connectivity to Oracle Support Site.
or
Failed to download a sample XML from My Oracle Support using the URL 'https://updates.oracle.com'
The <OMS INSTANCE BASE>/em /EMGC_OMS1/sysman/log/emoms.trc file shows this error:

Other web interactions to Oracle, such as establishing or re-establishing MOS credentials, will fail similarly.
