EM 12c: Fail to Change an Invalid Owner of a Diskgroup or Target Type casm_diskgroup_component in Enterprise Manager Cloud Control (Doc ID 1990857.1)

Changing the owner of an ASM Target to a valid EM Administrator using emcli results in the following error:

$ emcli change_target_owner -target="<Target Name>:casm_diskgroup_component" -owner="<Deleted Admin Name>" -new_owner="<Valid Admin Name>"
Error: User does not exist : "<Deleted Admin Name>".

The issue can be reproduced as follows:

1. Log in to EM as a super-administrator.
2. On the target homepage, use the main target menu, go to the 'Target Setup' and select the 'Administrator Access' Item.
3. On that page, change the owner of the target to a valid EM Administrator and observe the failure.
